Defence & Security Management l Management of Multinational Peace Missions l Security Sector Governance l Parliamentary Oversight of Defence & Security

This course has been designed for senior officers and officials in SADC member countries involved in the security sector, namely police, defence, intelligence, prisons, justice, customs, immigration, parks protection, and departments of ministries of the interior; as well as those involved in governance and oversight of the security sector, such as parliamentarians, officials in national treasuries, and staff members of human rights institutions and complaints agencies. Academics and senior personnel of NGOs involved in security issues will also be accommodated.

The course is aimed at improving the understanding of these key government and civil society role players of the security sector as a whole, thus enabling them to improve its governance. An important element of this is to inculcate an understanding of the notion of human security, a wider paradigm than the customary defence-focused approach. The course is therefore aimed at building a cadre of security experts with common values across government departments, civil society, and SADC states.

The following modules are offered, from which courses can be designed according to participants' needs:

  • Notions of security and the ‘security sector'
  • The global, regional, and subregional security environment
  • Democratic governance and oversight of the security sector
  • The making, implementation, and monitoring of security policy
  • Budgets, oversight, and financial accountability
